Kathleen Penner is being inducted in the all-around category in recognition for her accomplishments and contributions as an official, player and administrator. In 1969, she was the first female to be registered as an umpire in Manitoba. She has officiated at the provincial, regional and national levels and was president of the Winnipeg Softball Umpires Association from 1994-98. As a player, she competed nationally five times at the junior and senior levels. Kathleen was president of the Winnipeg and District Ladies Softball League from 1972-77 and served on the executive until 1998.
